Good day Carriers,
As per the M41 City Carrier Manual, while you are on office time in the morning, if you don’t think you will finish your route in eight hours, for any reason, you should fill out a 3996.
In order to help yourself and Management, you should self-evaluate how much mail you have and submit the 3996 within fifteen (15) minutes of the ‘Final’ call and your last sweep.
Management has told us that if we have a piece we don’t need to submit a 3996, but this is technically incorrect.
I suggest that even with a piece, if you are going to be 30 minutes or more late on your own route, you should still submit a 3996.
This will cover you for any tardiness. For example: You come back two hours late, but only had a one hour piece. If you submitted a 45 minute 3996, then you are covered for the time. If you didn’t submit a 3996, then someone may question why it took you two hours to do a one hour piece.
